The Country Programme Development Manager applies his/her specialized knowledge of the objectives, requirements and processes of the GCF readiness support program and project management experience to deliver the PNG GCF Readiness project. He/she carries out analytical and operational work related to GCF readiness and provides managerial and technical support internally as well as to relevant government counterparts. This assignment will be undertaken as a GGGI national full-time staff to be based in the NDA Readiness Support Unit in CCDA.

PURPOSE

  • Strengthen the capacity of PNG's National Designated Authority (NDA) to facilitate efficient planning and administration of GCF-related responsibilities;
  • Develop operational guidelines for the effective engagement of the NDA with the GCF;
  • Lead the preparation of a Country Programme for PNG's engagement with the GCF;
  • Support four sector specific trainings (Agriculture and Forestry, Transport and Energy, Health, and Oil, Gas and Mining) trainings at the national level to increase understanding of stakeholders on GCF;
  • Technical support to the GCF portfolio review;
  • Support the conduct of the forum to promote the role of the private sector on climate change actions in PNG; and
  • Ensure complementarity of activities and manage close coordination between NDA, GCF and GGGI through the NDA Program Manager and with other project consultants.

ENGAGEMENT

  • Capacity to coordinate across stakeholders and facilitate effective consultation and communication are enhanced.
  • Knowledge on climate and finance priorities is strengthened.
  • System for reviewing proposals and issuing recommendations or no-objections are established.
  • Capacity and systems to monitor, evaluate and report on the activities of the Fund and other relevant finance mechanisms and institutions are established.
  • Information, including in local languages, on procedures of the Fund to disseminate to stakeholders in the country.
  • Engagement of private sector, civil society, government and local stakeholders on priorities for engagement with the Fund.
  • Country programming document developed and published in adherence with the initial guidance from the Fund.
  • Effective and efficient delivery of project deliverables.

DELIVERY

  • Training workshops for NDA personnel held on programming (project program development, planning, M&E), and finance (procurement, accounting and oversight)
  • Two reports outlining the capacity building activities delivered to the NDA personnel; inclusive of succinct materials developed to accompany training activities, analysis of the pre- and post-assessment of participants' capacity, participants' list, workshop agenda and all presentations delivered during the Training Workshop.
  • Stock take support on legislative framework for operation of the NDA and drafting of legislation where applicable for formal operationalization of the NDA
  • Final Country Programme developed
  • Apply knowledge on GCF policies and procedures to review and provide inputs to the assessment of opportunities and challenges to involve the private sector and leverage their ability to mobilize finance for PNG's country program priorities, including options to enhance private sector engagement in climate finance and GCF.

QUALIFICATIONS

  • Master's degree in relevant field or equivalent experience
  • 7-12 years of related experience
  • Technical knowledge of climate change, mitigation, adaptation and/or financing
  • Demonstrated knowledge of GCF policies, modalities and procedures, including reporting requirements and guidelines
  • Demonstrated engagement with GCF Country Strategic Frameworks, and/or related document development
  • Demonstrated project and policy experience
  • Analytical, problem-solving, and strategic skills
  • Demonstrated ability to build collaborative working relationships with government counterparts
  • Demonstrated capacity to facilitate in-depth, outcome oriented, stakeholder dialogues
  • Knowledge of environmental and social safeguards
  • Commitment to gender equality and ability to mainstream gender
  • Previous experience with the management of donor funded activities
  • Fluent in English and local language

PROJECT OVERVIEW

Papua New Guinea's (PNG) commitment to green growth is reinforced through the National Strategy for Responsible Sustainable Development (StaRS), which promotes a socio-economic paradigm shift of PNG's economic growth to build on renewable use of resources rather than extractive activities, to preserve the environment and to promote equal access of all too healthcare, education and employment. The PNG Government and the Global Green Growth Institute agreed in 2017 to work together and implement an in-country project for green growth and climate action - the Readiness Support to Strengthen PNG's Engagement with the Green Climate Fund (GCF). GGGI's core delivery model aims to build longer term capacity of the Governments to develop and implement national/subnational/sectoral green growth strategies and plans that promote paradigm shift towards low-emission and climate resilient economic development pathways. This position will be embedded in the Government i.e. Climate Change Development Authority (CCDA), to ensure the sustainability and continuity of the program. Subject to availability of funds, this position may be extended, to ensure that relationship and capacity built with the Government and national and local stakeholders will be sustained. PNG Government and GGGI plans to retain the CPDL for a second phase of the Readiness Support for PNG, which focuses on direct access for national entities seeking accreditation with the Fund. Both partners envision the CPDL will help manage the GCF Country Programme beyond the Readiness phase as part of GGGI's effective delivery and institutional building for Papua New Guinea creating in-house capacity on its core competencies.

PNG places a high priority on accessing climate finance to assist in addressing its adaptation and mitigation needs. This GCF Readiness Support Project therefore seeks to address critical barriers that hinder the country's effective engagement with the GCF. Addressing the barriers, the project aims to achieve the following outcomes:

  1. Country capacity strengthened. This outcome will build the capacity of CCDA in performing its role as the NDA and promote awareness of the NDA and GCF. This will ensure effective coordination mechanism for accessing the GCF.
  2. Stakeholders engaged in consultative processes. This outcome will engage stakeholders in the development of PNG's Country Programme. The consultative processes will be highly participatory of government, civil society, and private sector organizations. The consultations will ensure equal representation of women. The expected results will be a Country Programme, that includes adaptation and mitigation priorities, developed and which will be continuously updated.
  3. Private sector mobilization. This outcome will explore the private sector community potential to address climate resilience and implement climate compatible and low carbon development in Papua New Guinea. The Government plans to assess the feasibility of engaging and mobilizing the private sector in identifying priorities for achieving adaptation and mitigation goals at the national and sub-national levels.
